Crocus being Rodger Dr explains why he is shown suggesting Rodger against Booze.
We also have Scopper Gaban smiling in the background, there are many panels, nw he is always shown to be with Rodger and is imp crewmate. I hope in other panels we get to see him say something.
Also like others pointed out. Oda is keeping Oden identity a secret, which further strengthens the notion that he actually be alive in the story. But that would cause problems with Zoro, who got his Enma sword so dunno.
Anyway, hyped bout what happened with the alliance previos day.

is he saying he'll deliberately wait 20 years before opening the borders, or that he's predicting that that's how long it will take/that's when something big is gnna happen (as per toki's prophecy)
bc i can't imagine oden knowing in advanced he was gnna die and that his subordinates would have to be sent to the future, since he didn't take the steps to pass on the kozuki family poneglyph knowledge to momo (and probably hiyori) prior to that happening
