Who is the best puppetmaster in anime/manga ?

In puppetmaster i talk about people able to manipulate other people, force them to move and act against their wills, with strings or other tools. Number of person, control efficiency etc

I voted Shalnark but almost picked Pitou. If we go by H x H rules, once conditions are fulfilled, the ability takes hold and will just work I think that level of reliability is great and scales with any oppponent as long as you can penetrate their skin or find suitable ways to manipulate.

I think Shalnark had the overall best manipulator of precise controls her can exert while also making himself immune to being controlled.

Is this power level related?

HxH verse is nothing to OP when it comes to that. An OP high tier is easily relatable to almost an HxH God tier so no one of the HxH verse is a match to Doflamingo stats wise. I don't see the Naruto contenders comparable to him as well in this scenario.

this is not a powerlevel as Doffy vs Pitou, it is a thread to know who is the best puppetmaster among them. Who can control the highest number of person ? Who can control them better ? how far etc ?

Yes I think it is easier to control a puppet than a strong living oponent who tries to break free.

But I don't doubt that he could do it.

Even Chiyo who was arguably as good a puppet master as Sasori only Controlled someone when they gave permission to do so.

Even when Kankuro was all powered up in the war he never did that

It doesn't seem like this is an actual thing puppet masters can do in Naruto

I watched the anime too so don't know if its filler or not, but yeah she controlled others.
