I would not be surprised, if he was just a guy that had seen Jinbei once and that's the whole story. No secret indentity, no grudges. Where he could seen him? In Impel Down? We don't know how long TR are with Kaido. Drake is just two years with Beast Pirate's.

Actually the last time he did that was with King Riku and he was just a new character. I think Who’s Who is someone we’ve never seen and only Jinbe knows him.

He did it as foreshadowing to disclose his identity during his upcoming fight with Jinbe. We shall get to know everything about him soon enough when the two of them will be confronting... perhaps we will even have a mini flashback but I do hope not.
