No he's not. Zoro has one of the most insane speed feats in the manga:
Vs Big Mom
After Kaido knocks Luffy down with Thunder Bagua, Big Mom hurries to blitz him with Heavenly Fire:
When she's about to make contact with Luffy, the Grandmaster begins his counterattack:
As we can see from this scan, there's considerable distance between Zoro and Big Mom/Luffy:
Faster than Big Mom or Luffy could perceive (let alone react), he blitzes Big Mom and cleaves Prometheus in two:
Prometheus is left temporarily unable to fuse back together:
Conclusion
This is an amazing speed feat for Zoro. He blitzed a Yonkou in the middle of their attack from point blank range with a considerable starting distance. The Grandmaster's attack speed once again impresses. This is one of the best speed feats in the series given that Big Mom's reaction speed should scale to other top tiers.

The "faster than Luffy or Big mom could react" part is kinda a trap.
Luffy at that moment, was concentrated on kaido.
Big Mom uses this opening to attack him.
Zoro, at the time, had perfect vision of everything going on. So he reacted to Big Mom as she went for Luffy. You cant say he only acted AFTER big mom, because that would imply that, to show characters doing simultaneous moves, you should always show them at the same panel.
It's perfect reasonable that he reacted at the same time as her, instead of just doing something later. To add to my point, when zoro is shown, he is ALREADY on the move.
Luffy was knocked to the side, Zoro saw that. He also saw Big Mom going for Luffy while he was distracted. He was the one to move, because, well, it's his captain in danger. Of course he is the one going to protect him.
The part where neither could react was because, luffy and big mom were focusing on each other at that moment, Zoro took the opportunity to strike Prometheus.

DJ has never shown any ranged fire attacks. Thus Zoro's fire counter is useless. If Zoro does want to counter DJ, he'll need to cut off Sanji's entire leg. And we all know his swords will shatter before that ever happens.

Diable Jambe has like one ranged move (that being Specter) so noooooo he doesn't counter it. The flames from diable jambe burn the inside of your body so unless Zoro plans on gutting himself he does not really counter it in the sense you guys think he does. Even then Sanji coating his leg in fire hasn't stopped the ability for Zoro to get to his leg. I'm pretty sure he can swing his sword past fire but not cut it (at least up until now)
