I don't think there's much reason to believe Hawkins is loyal to Kaido. Apoo? He could be, but Hawkins? Why would he be? He didn't join Kaido of his own volition, he was given the choice of either submitting or fighting him, and his cards recommended he submit. If opposing Kaido is recommended by his cards, he'll probably do so; that isn't loyalty.
