Low toptiers aren't all that powerful, high toptiers like kaido and shanks and pk level guys like Roger xebec wb hybrid Loki are powerful, even imu would struggle against a pk level guy

If you aren't a high toptier like kaido or shanks or mihawk dragon shamrock Loki imu garling , you just can't beat post elbaf zoro

It seems zoro will skip low toptier and become mid toptier him and sanji by the end of elbaf just like wano luffy. Luffy will become a high toptier post elbaph then in the next big arc pk level

Imu can't fight much longer anyway and he is getting weaker by the minute .hos next fight with Luffy will be mid diff the he will high diff hybrid Loki and then have to leave

Jinbei will just have advcoa and advcoa just awakening them would make him yamato level already wich means fodder to imu/omen shamrock / open garling but still being kizaru level at eos is good

Give zoro and sanji 4 zenkai boosts and make them admiral level and Imu still destroys them one on one.Beating imu will be a team fight he is just too strong for à one on one

Luffy got all emotional on elbaf ,on his first encounter with loki he got furious and attacked, giants are all about heart. Conclusion : soon emotion powered up luffy will be canon and maybe other SHs too.

The scene with loki hinted at that possible powerup ,if we see dorry and broggy vs mr3 , saul , harjudin vs machvise, shanks's anger and the fact he becomes unstopable and king punch we can say luffy will have something similar
