Its about neither of those things. Its nepotism. People pick successors and groom their own replacements. Because its a manga it just so happens Luffy is talented/hard working in addition to the legendary lineage and assistance by Emperors/Admirals.

Shamrock really deflated any hope I had that Shanks could live up to even 1% of the hype he's received. Luffy and Shanks no longer need a real conflict to set up fanservice moments like Zoro vs Shanks swordman ship or a hostile Luffy/Shanks Conquerors clash.

Cross Guild is behind in terms of rubbings, and they have beef with the Straw Hats. There might be an Emperor style Davy Back fight.

Elbaphs going to be suprisingly short, and also end when they kick off Ragnarok aka The Final War.
