But there are easily ways you could argue this doesn't mean much for determining power levels. Meme wasn't speaking in just the contexts of a 1v1 confrontation, but in terms of military strength from having Elbaf join them. Given Shanks' fleet/affiliates are explicitly considered to be weak...

I consider him to be stronger than the likes of Prime Ray/Gaban, imo. His resume and hype outstrips even them.
