You shouldn't think too hard about Saturn's actions because Oda surely didn't. Why didn't he take Bonney's fruit back before kicking her mom and her out? Why didn't he check whether Vegapunk planted a bomb in Kuma or not? Why didn't he use his head popper and his venom more often? Plot...
Because Oda did a piss poor job at making Kaido and Big Mom look like the top dogs they were supposed to be during the raid. Coupled with how much of a joke the Gorosei and the newly introduced Holy Knights turned out to be, people simply lost faith in Oda's ability to write threatening villains.

If Blackbeard's plan revolved around Saturn not making it back to Mary Geoise it would make no sense for them to just leave him there after Devon copied him. The plan more likely has something to do with Saturn's authority over Seraphims/Pacifistas/etc.
