It's possible that he's still martially stronger than Qin Six Shin the first time around and the he gets surpassed in the second invasion. This I can well see.
Shouheikun has been the Chief of Qin's Military Affairs from day 1. And when Ouki said Moubu had a great understanding of warfare, he speculated that this might have been due to him just growing together with Shouheikun lol.
