About Shanks vs Loki, yeah it's possible that Shanks is just that strong. Like Joyboy's level haki etc.
Loki is insane but I don't put it past Oda to make Shanks like that. I'm already kinda going in the direction of Shanks > Roger.

About Baelor, Duncan reflects that he's maybe the best in Westeros, above his own Kingsguard. He also partecipates in the collapse of Daemon Blackfyre's forces at redgrass field.

I would say the top 3 are Daemon Blackfyre, Maegor and Aemon the Dragonknight.
