It's not really non-sense when we factually see Bogard being the one who trains him. Garp is the supervisor of course. But that's a big difference compared to Garp personally training Ace & Luffy by fighting em constantly.

They still are. It's just the typical clowns who flip flop their powerlevels every chapter based on their headcanons that now call them tobiroppo level. Imagine Tobiroppo level people being hyped up by Ivankov as Legendary pirates lol.

Character DEvelopment

Not possible, Smoker spent pre-TS dominating pirates. Only has Ls from one arc. Koby has been taking Ls from pirates in the all the arcs he's been in.

Umm pretty sure likes of Smoker and such also got training from Garp. Considering Oda mentioned he wanted to draw his interactions with Smoker and co. And Kong wanted to keep Garp and Sengoku for the new youth marines. Not to mention Bogard trained Koby, not really Garp.
