Finding a body of water with every type of fish is easily the weakest dream/goal in the entire series, and is wholly unworthy of a conqueror.
Despite having a dream/goal unworthy of a conqueror, Sanji will get it purely due to plot armor and the needs of the story.

Zoro has been critical for the Straw Hats success in every single story arc he’s been involved in. With the exception of Luffy I don’t know of any other Straw Hats that could make that claim.
