Oda treated the sons of kings with enough respect, so if Haj didn't get this treatment and a mere fodder, that's because he wasn't planned yet.
To be fair, when you have the kind of Sanji's speed, you won't need or rely on FS that much. Basic CoO will do.
I can see this as a reasonable excuse on why Sanji hasn't developed FS.

For starter, no other anime manga characters that other mangaka draw & write is as deep as Sanji's characterization.
