I feel that the difference is that at least Momo was built up to be the Leader of Wano for years now, the Carrot thing literally came out of nowhere

The thing about that is carrot is the least qualified to be leader, even carrot herself acknowledged this, the chapter also made it seem like Wanda and Shishilian would be doing all the work anyway

Yeah it would honestly be bad writing if Carrot stays in Zou, say what you want about Yamato staying, but there are legitimate reasons for her to stay, hers was more bad and rushed execution over anything else.
