Yeah but it was mainly because they didn't expect him to have it at this young age, besides MF is the worst arc for powerscaling, it is all over the place with characters being as strong or as weak as the moment requires it.

Why not though ? Ivankov has a kingdom, is one of the top generals in one of the biggest organisations and gets followers everywhere he goes; checks all the boxes.

Ivankov influenced/influences a lot of people and makes them follow him/her so yeah very coc worthy

Well Brook has been doing stuff, Chopper has sone moments and Nami still helps. It's mainly Usopp, Sanji and Robin who have been notoriously bad imo
