With Buggys speech about claiming One Piece and his flashback and criticism of Shanks, it's clear as day he is not a gag character but is prepared to do something important that will change the outcome of the future.

Roger knew so much that he knew he couldn't do anything at his time.

Roger was too early and he knew it. Xebec was clueless and speedrunned to the final boss at level 1. That's an achievement, but not enough to end it.
But the presentable public image is maintaned here through the erasure of God Valley from history. We as readers know better of course, but not every person in One Piece has this information immediately available.

To be honest, you would be surprised how cartoonishly evil people are in the real world. I was not a fan of the world nobles in the beginning because of this, but as time flows I understand why Oda introduced them.
