Not necessarily, like @Zoan said, Brook has no ear, it's its soul fruit that permits him to still hear even if he have no eardrums. Since he does not have the mechanics in his ear to do the damage, Oda could pull off a immunity fight from Brook against Apoo. It would bring him to his level...
