To me the 13 reads more like they're separate from the Gorosei. They say that the deep and abyssal seal are reserved for 13 individuals, but if the Gorosei have another type of seal that wouldn't apply to them. Arguably there's an implication here that Harald could potentially get to abyssal...

We really went quick from 'why does Garp not care about the genocide' to 'only Garp reacts to the genocide and everybody else is just having the time of their life'.

Literally everything else Sengoku said about the Rocks Pirates and God Valley is completely mistaken, so I wouldn't be surprised if the Garp&Roger vs Rocks didn't even happen either (or was just a small 3-way clash or something).
