It's because Blackbeard has multiple personalities and carries the will of Xebec and Davy Jones (whom I assume was the Xebec in Joyboy's era?)... literally.

It's literally canon lol. Goku was going all out and soon reached his limit. Meanwhile Cell was using 50% at best. When he powered up against SSJ2 Gohan, the likes of Trunks lost hope to even see a slight chance at beating Cell.

To make things even funnier, Aramaki low diffed Weevil in result.
