Hawkins' power requires set up and he got caught off guard. He basically didn't have a chance to go all out. Even then he still did decent damage to Law when only Law had access to his devil fruit ability. Hawkins is very underrated here.

Jack when he's on a mission doesn't give a shit. Whether it's a ship with 2 (or 3) admiral tiers, or an elephant the size of a country, Jack won't hesitate to try to get the job done.

This is One Piece where characters grow in the middle of fights. There's no being too weak unless Oda wants the character to lose. Luffy is set to compete with Kaido despite being one shot like a month before and only learning ryou.

Jack hasn't even used a named attack yet or shown his hybrid form. He's not finished yet. Either way, it's Marco and Sanji vs 2 commanders since it's obvious Black Maria isn't his fight. Yamato would be an interesting choice because they may actually have a relationship since they are the same...
