yeah, oda has an annoying habit of ruining the hype surrounding important antagonists. to many things around god valley events have been just bullshits.

shanks is a swordman so mihawk being the strongest swordman means he's above shanks. but i don't blame some people for doubting. that would be cleared in the manga long ago and the portrayal of mihawk is abysmal for someone who have to be one of the strongest man of this era.

admirals are still top tiers but they are not among the strongest: shanks, dragon, mihawk, shamrock, garling and other gorosei are above them. only akainu would maybe be able to compete with them.
