That isn't really a great comparison. Roger and WB fought to a standstill and were regarded as equals. Garp and Sengoku have never been called equals and Sengoku has no feats comparable to Garp. I think Sengoku is close to Garp in strength, but they are NOT portrayed as equals. Ever.

No no don't you understand? Characters need to go absolutely all out in every clash to prove that they are at their strongest. Minor clashes mean they must be weaker. Mihawk = Vista btw. ^_^
