Personally I don't view Sengoku as Garp's equal though. Only a comrade that is close in power.
There are no statements that portray them as equal, nor has Sengoku proven himself to be on the level of Garp, Roger, or Whitebeard. If anything, I view him as someone closer to Rayleigh.
Powerscaling aside, Law and Kid don't even have a similar dynamic to Zoro and Sanji- like at all lol. It's such a random comparison. Law and Kid don't even have a dynamic as a duo, only as a trio with Luffy. They teamed up for 1 battle.
Is there definitive proof that they weren't in their primes during God Valley? I don't see any reason to think they weren't. Roger is as old as Shanks.
All I will say is that I understand why most fights in the present story involve devil fruits.
Oda has shown us that even at the highest level, fights that don't involve devil fruits just look like a street brawl.
