Roger wasn't strong enough. Mihawk wasn't WSM because he doesn't have WB's fruit.

Black blades are the pinnacle of strength, it order to forge one, you'll need to reach the pinnacle of both ryuo and ACoC.

They'll get their showings against Red-Hair pirates and then lose to the Strawhats that's it.
