In the one thing he's hyped about, strategy, another Qin 6 has superior portrayal:




Then of course for Ouki himself:





No reason to hold Ouki as definitively the most powerful of the qin 6 if he didn't prove himself superior to the others. Then of course, being the general closest to the King himself, and acting as the "King's Sword" like Shin is now.

It‘s hard to imagine a battle between these two.
Hakuki would most definitely avoid a head on clash, at the same time Ouki isn’t dumb enough to fall for Hakuki’s baits especially since he knows him. Even in Bayou Ouki still knew he was being ambushed before charging in, his only miscalculation was a one in a million possibility of more versatile horses from an unknown land.

Basically this is what I assume was happening between Renpa and Hakuki back in the day. If the battle absolutely had to take place, Ouki wins on an open field while Hakuki has the edge with abnormal terrain.

I think large scale campaigns is where Hakuki shines the most, probably no one in the series besides him can outplay Ousen. Masterful tactics and ability to devise grand stratagems, the qualities of both the greatest of generals and military chiefs, is what set apart Hakuki from the other Qin 6 imo.
