And Shigoku Kyou from Juujika no Rokunin would have been up there as well had his author had not been such a dumbass. Although he is still Top 10 material, at least.

It has more to do with his development imo. We see how he evolves constantly and changes and adapts. From this merciless tyrant who seeks world domination and destroying humans to someone who is humanized and even tries to compromise with humans so Ants and humans can live together.
