Tho I go with a classic three way:
Luffy vs Teach vs Imu (add Shanks too)
Sabo vs Akainu
Zoro & Chopper vs some Gorosei
Sanji & Nami vs some Gorosei
Usopp & Franky vs some Gorosei
Jinbei & Brook vs some Gorosei
Nico Robin & Vivi vs some Gorosei
add Law and Kid, maybe Urouge vs some admiral folk or vs some Blackbeard fleet
in each fight shuffle a titanic captain into it and a Shanks pirate

that would be my rough draft for the final battles/battle royale

Pretty much then they’ll do the same against EOS opponents like the underworld emperors or some other minor group of 4/5 people

IM has the 5 Gorosei and 4 Admirals as his main henchmen.

SH are 9 Crew Members + Luffy. SH’s May add someone to their crew to make 10 members, but IM may add Aokiji or Kong to his roster of fighters.

Zoro vs Fujitora
Sanji vs Kizaru
Jinbei vs GreenBull
Robin vs Aokiji
Brook vs Saturn
