I think Bakugo is on a completely different level from Shoto

He endured far more than Shoto ever did in the current war
Destroyed AFO's arms with explosion
restarted his heart with explosion
matched AFO in speed
blew up AFO's head with his new technique.
Ultimately I just don't see how Shoto could compete. His biggest feat is blitzing Toya and overpowering him with his freezing move. However blitzing Shigaraki and AFO >> toya
While maybe Shoto could compete in a direct match of power, AFO did say that Bakugo's quirk wasn't as strong as Enji's and we know Shoto has a stronger quirk than Enji, due to his speed and ingenuity I fail to see how Shoto would win.
Bakugo placed a bomb in AFO's head and blew his jaw off. He also was able to amputate his AFO's arms with speed and destroy Shigaraki's eye. His attacks are still lethal and Shoto's heat immunity doesn't help him here because the issue with explosions isn't just their heat but the raw force of the explosion.
If bakugo placed a bomb in Shoto's mouth, he would die. If he got him with the massive explosion he used on shigaraki, his eye would be permanently gone.
Toya was strong, but ultimately Bakugo was able to hang with guys who were far stronger.
