If the elders think people that there could have deal with things Saturn most likely not summon them .
They had the roger pirates and garp vs rocks and none of there info was getting out .
Elders did not seem to care that things was not going there way until VP pop all over the world .
PX get taken over , kizaru on ship laying down , Saturn not doing much to luffy but fuck VP might tell world out secret all hands on deck lol .

Sengoku said that Xebec had touched upon knowledge of too many taboo subjects. That's the kind of thing Gorosei want the World to least know about .
