rocket was about to launch in 1 minute when Luffy knocked him out. So Lucci didn't do anything for a whole minute while they were waiting for the rocket to launch. If he were awake, he would attack Luffy.

People take more than a few seconds to come back after getting crashed into things, but that doesn't prove they're KO'ed. Lucci took a few seconds to come back from Whip as well. Luffy left the battle almost immediately after knocking Lucci down. And I don't think Lucci would attack Luffy as his primary objective was Sentomaru, in the first place.
