A lot of the strongest characters recently stated that Kusakabe is the strongest grade 1 sorcerer. Wouldn't that imply that he wins over them, despite them having their CT.
Although a lot of Grade 1 character's have significantly improved since those words were stated however, which may skew the perspective.

but yeah now he clears them all even with CT (except perhaps new Yuji)
