It's clear as a day BB Is trying to create the Rocks 2.0: we were basically said the crew works exactly the same as the Rocks by BB when he was talking to Kuzan.
You can argue that they won't be as strong, even though all big players were far from their prime back then.

Neither BB nor SHs will reach Xebec’s crew level. If Rocks crew reached their prime then that’s 5 top-tiers minimum with wildcards like Wang Zhi mixed in. They were supposed to be the OG set of people that could have overthrown Imu.
My theory is that Xebec was either the OG Joyboy reincarnation or descendant. Roger’s crew stopped them from reaching their prime and contesting Imu. This is why the Roger pirates laughed when they reached Laughtale, they realized the irony of Joyboy and Imu’s story and how they might have been in the wrong side of history by killing Xebec. Rayleigh also keeps hinting about a possible misinterpretation of the true history so maybe he’s still in denial of their sin.

When people think about Rocks they usually use their prime versions to compare but that's not true. The Rocks crew probably only had Rocks and Whitebeard and Shiki as the "top tiers" whearas people like Kaido, Big Mom, Whang Zi or Silver Axe were most likely around YC1 level at that point. Sure compared to the current pirates crews in this era they would still be the strongest crew, but it's not impossible to surpass that version of Rocks for the EOS SHs.

Wtf are you talking about bro? The lineup in Xebec’s crew are all confirmed mid to high-top-tier level people and yonkos. That is literally the peak of PL established with only Joyboy and Imu (2 lategame EoS additions) surpassing that by a good margin. We’ve already seen the gorosei and they’re also just hovering around that level with added regen hax. Only Luffy will surpass that level, Jinbei can go to hell. He’s yc1 level max with new PUs, he should have already reached his ceiling a long time ago. Never mind the rest of the SHs below him.
