Simplest solution, IMO:
We already have Energy Steroids in One Piece that increase strength, but then destroy the user's body. We've seen this in both Alabasta, with the guards who tried to fight Croc and got demolished, and Hody in Fish-Man Island.
What if there are meds that make Giants smaller, or humans bigger, but they only last for a small amount of time, like an hour? And had side effects if used too much?
This wouldn't be very powerful, just useful for Giants who want to make love with smaller beings.
Really interested to see if the Owl can change the size of living beings. Feel like Oda won't do that, though.
