Have you considered the fact that Scopper Vinsmoke is an irrelevant bum fodder who is a lesser Roronoa Rayleigh?. No agenda here by the way, just being completely objective. I mean besides the fact that he's a former Roger pirate with the secrets of the world lodged in his head and possible information on Shanks......what does he really bring to the table that...I don't know.....say.....Yorki doesn't bring?. Again, no agenda.

I mean it is Oda we’re talking about, so I wouldn’t be surprised if he made the silhouette be someone totally random and irrelevant like Silver Axe, but Gaban is the best choice

Gaban or Shiki help drive the plot forward, a new character would need too much background and wasted chapters.

If it is Gaban we finally see a Sanji EoS version that can give us Roger lore, God Valley, Yonkos (especially Shanks and Buggy but even BB). Fighting wise the only thing he could teach Luffy is how to fight the Gorosei (unlikely).

Shiki brings more Rocks lore, yonkos, Ancient weapons, WG.
