TLDR:
-There is a massive power vacuum in the Underworld caused by Luffy
-Cross Guild is filling this vacuum in the New World
-Germa is no longer a WG affiliated nation, and is being hunted
-Caesar's old boss, Doflamingo, is ripe for the picking
-Germa Snail Ships can cross the Red Line by climbing over it
-Germa steals Marine ships to cross the Calm Belt
-Germa uses Voice Modulators to open Gates of Justice
-Germa pretends to be captured, Reiju holds Caesar inside her
-Reiju farts out Caesar and he takes out Magellan by choking him from oxygen (Reiju and Caesar are nightmares for Magellan, they minimize his strengths)
-Doflamingo is released and puppeteers the entire prison
-Multiple pirate crews released and join NEO MADS
-Impel Down is destroyed, Magellan has no job
-Magellan falls in love with Reiju because she can suck the poison he loves eating out of him, saving him 10 hours of crapping out diahrrea a day
-NEO MADS takes in Magellan and Doflamingo
-NEO MADS becomes the rulers of the Underworld in Paradise
-NEO MADS provides anyone who pays troops and weapons
-Judge clones Doflamingo, and Doffy controls his own clones via Parasite Thread
-Reiju extracts deadly poisons and venoms from Magellan, and Caesar refines them into poison weapons of mass destruction
-The Benevolent Empire NEO MADS 666 is born
For a long time, I wanted Caesar and Reiju to get together just to fuck with Sanji.
But, I have evolved into greater degeneracy, and now ship Magellan with Reiju.
Magellan's greatest weakness is his own love for eating poison. Reiju, unlike Magellan, can consume poison, without it causing her body any problems. Reiju introduced herself in Whole Cake Island arc by literally sucking the most deadly poison seen so far in One Piece out of Luffy.
Luffy gained great poison/venom resistance from Magellan and other battles. With Magellan's Hydra, Luffy managed to survive for a good while, until they reached Ivankov. With the Armored Stone Fish, Luffy was nearly gone immediately, even AFTER gaining all that poison resistance.
Reiju is Magellan's natural enemy... or, lover?
If Reiju can suck out that toxin from Luffy, and still be fine... I daresay she can withstand Magellan's worst poisons.
However... if Reiju happened to kiss Magellan, she would be able to suck the poison he eats, but can't digest, that gives him diarrhea, and keeps his Vice-Warden buttcheeks clenched on a toilet 10 hours a day.
With Reiju, Magellan could eat as much poison he wanted, and never have to shit it out. He eats it, then Reiju eats it out of him.
Reiju negs Magellan, and then you have Judge, Caesar, Ichiji, Niji, Yonji, and an army of clone soldiers against Impel Down.
I'll take Germa's odds, here.
Germa's fleet consists of Ship Snails we have seen crossing the Red Line: Judge has no problem reaching Paradise if he wishes.
Germa can fly, keep in mind. All they need to do is hijack some Marine ships, and then enter Impel Down upon them. How will they get past the Gates of Justice?
Germa's voice Modulators they used to trick the Big Mom Pirates after defeating the force sent after them after the Tea Party, before the Germa helped Sanji escape later.
Once Germa hijacks enough Marine ships, they'll transfer their forces to them, and invade Impel Down.
Caesar is key here: Impel Down has no ventilation, it's an underwater fortress.
Even Magellan needs to breathe. If Caesar could beat Katakuri's Future Sight with his Fruit, Magellan is fucked, even without Reiju's interference.
But, why does NEO MADS want to invade Impel Down?

Germa 66 is as deep into the Underworld as Sanji wishes he was inside of Gerd: they know the power Doflamingo holds. Germa has massive laboratories to create weapons and tech. Germa has an entire empire of Snail Ships to distribute mechanical and bio weaponry.
Why reinvent the wheel? Doffy is the most effective weapons trafficker in the series.
With Doflamingo, NEO MADS could control the entire Underworld in the New World, with Kaido out of commission.
Furthermore, imagine an army of Clone Doflamingo's that Doffy could control via his String Fruit's Puppeteering?
SCARY HOURS
Germa pretends to get capture, and is lead into Impel Down, with Caesar trapped inside Reiju as a human fart. When Magellan least expects it, Caesar is farted out, and knocks Magellan out could. Restrain with Seastone, then wreck absolute havoc.
Once Doffy is free he can puppeteer everyone in the prison who's weaker than him.
How many countries are revolting against the WG now?
Cross Guild has Citizens around the world trying to kill the Marines in how many territories?
Germa is no-longer WG-affiliated; IE, the Marines are now their enemies.
How many countries that once paid Germa/Doffy for Troops/Weapons will be willing to steal back the Heavenly Tribute from their Kings, and be willing to spend it on NEO MADS?
NEO MADS: "With the combined power of the former Warlord, Doflamingo, and the Evil Army, Germa 66, and the Mad Scientist Caesar Clown, neither your King, Pirates, nor the WG will threaten your country! Invest in NEO MADS, the Evil Army of Liberation, to protect your territory today!"
Doflamingo, Caesar, and Judge have no morals: they are willing to work with anyone to gain finances, connections, and power. All three tried to cheat Yonkou in order to get what they wanted (Doffy wanted to use Kaido to get Mary Geoise's treasure, Caesar was using Kaido's name under Doffy to protect himself, and Judge wanted to trick Linlin by holding Pudding hostage, as Pudding is Linlin's ticket to reading Poneglyphs, meaning, despite Linlin's despicable treatment of Pudding, her value is high to her as a Poneglyph translator).
All three have connections to Vegapunk, with Judge and Caesar being his apprentices and former coworkers, while Doflamingo was cloned by Vegapunk (which I'm sure Doffy will JUST LOVE).
Caesar, Doflamingo, Kaido falling to the Straw Hats, and Germa losing their protective status as World Royalty, has left a GIANT vacuum in the Underworld no one has filled.
Cross Guild filled with criminal vacuum in the New World: Cross Guild provides troops and weapons to the entire New World while collecting Marine bounties. Crocodile and Buggy should kiss Luffy the next time they see him for what he's done for their business by fucking up the rest of the Underworld.
Buggy traded Hajrudin, Stansen, Goldberg, Rodo, and Gerd for... Mihawk and Crocodile, thanks to Luffy fucking up the entire New World.
Moving on up, gotta love it for the Flashiest Yonkou.
Judge and Doffy are too stupid to step into that and start an actual Underworld War.
Instead, they'll either join Cross Guild and became the Paradise branch, or simply choose to operate in Paradise.
Between Blackbeard, the Revs, worldwide Revolutions, the dissolvement of the Warlords, the Straw Hats, Cross Guild, and the Reverie fallout, the Marines are stretch thinner than Luffy being used as Zunesha's condom.
Paradise? Paradise is wide open.
NEO MADS will infiltrate Impel Down, ally with Doffy, and proceed to take over Paradise, the weak half of the Grandline.
Arlong/Bonney/Doflamingo/Fake Straw Hat Pirates will integrate into NEO MADS post infiltration.
And, if Magellan falls for Reiju? It's over.
Once Impel Down completely fails, Magellan will HAVE NO JOB.
Can you imagine Reiju taking Magella's poision, and what Caesar could make out of that in terms of poison weaponry?
