There are more variables to bounty you aren't checking.
The second highest solo bounty is of Loki, the strongest giant and already 2 decades older than Mihawk
He killed his father, has one of the strongest df, rampage all over elpabh and a threat to the WG as well
And strong enough to be HK
Considering he's low yonko level


Mihawk's bounty with all the things I've mentioned would easily surpass all the current ones

Let's look at the facts

• 3.59B as a subordinate without territories
• WSS even above yonko Shanks and admiral Fujitora
• Not known as a violent man that puts civilians at risk
• He is the only known user of a black blade
• He is capable of and has history of hunting marines

Reasons his bounty could/should be higher

• He is still relatively young and has potential to improve
• He is in his early prime with ZERO battle scars that we know of
• He stopped pirating/hunting marines at a young age so his current level is unknown
• If he took over as captain he would get a flat boost
• If enraged he could single handedly cripple the marines gravely by taking out an admiral or two

I would put him between 4.59-4.99. Either just below Kaido or just below prime WB. I have no doubts he is above prime BM in strength but lacks the interest for pirating and violence. And judging by (young) Kaido vs Oden I'd lean towards putting Mihawk at 4.99 just below prime WB.

Depends on quite a few things tbh. Each Yonko had different threat level because of different reasons. BM, WB and Kaido probably became Yonkos around the same time or Kaido became one a little later since he is younger. Shanks is youngest and became Yonko 6 years ago. BB became Yonko 2 years ago. Its obvious that time being Yonko affects bounty as more and more achievements are made. BB went from 2 Bil after defeating WBPs and getting is territory to ~ 4 Bil in a few months.

WBs bounty was for being PK equal, strongest Yonko (crew and affiliates), most territory, he never went for the OP but everybody thought that he could get it if he wanted to.
Kaidos was for his personal strength, his violent nature
BM for her family and overall network
Shanks for his core crew, his strength but stability focus (we might see a huge rise in his bounty now)
BB for his quick increase in power and territory (went from 2.2 Bil in mid Wano to 4 bil post Wano, what did he/they do)
Apart from WB and Shanks (until recently) the others were gunning for OP.

Saying Mihawk being a Yonko and how it would effect his bounty will depend on these things. How strong is his core crew, what are the things he is doing, is he pursuing OP, is he amassing territories, how good is his network, how many alliances does he have. There are a lot of these things which will effect his bounty as a Yonko.

You list all these impressive things Shanks has done to somehow downplay Shanks but the funniest part is half of this was done post chapter 1 timeline wise and Shanks didn't get a single bounty increase. He had 4.049B before he did all of this so if he was actually getting increments for this stuff rather than a stationary bounty then he'd be 5B

Also I don't mean this to slight Mihawk (well, slighting by your logic, I'm praising him here) but this guy was literally a legendary marine hunter, co leader of an organization directly opposing the Navy and was world renowned at age 19. To pretend he hasn't done his fair share of impressive stuff to warrant a place in the warlords and get such a high bounty and pretending he did nothing impressive (simply because we don't know much about him) is disingenuous
