I see Gaban similar to Sanji when he had 77M to Zoros 120 and then 177M to 320. Very strong and capable but significant gap still. Although close in bounties now I think it's only due to two things. One being Zoro sitting out WCI missing out on jumping to ≈800-900M by taking out Cracker or Smoothie. The other being King hiding his identity and true potential, there is no comparison between the strength difference between King & Queen.

Gaban on the other hand had participated on massive battles God Valley/Mountain Eater/etc.

The world government didn’t know the background of king nor Queen their bounty was purely strength based.
