Hard to say.
Will a better system replace the old one? Will the cycle of oppression truely be ended?

You are facing the same question in real life as well.
Any system will tell you that it is superior to what it replaced. Is it though?

Oda writes a feelgood story so I believe that its going to end up fine in OP.
I doubt he will pull an AoT ending where everything just reverts back to square one.

This will be explained in Laugh tale we know from Harley it’s not just few years of peace . This was the objective of people to fight the oppressor .

Joy boy definitely had big vision and we need to remind this a children’s comic so happily ever after will exist . What happens after Luffy completes his objective is another thing we know peace will never be eternal Pirates and Marines will still be around .

You are thinking like a tyrant and if comes another oppressor then should come another savior. Peoples lifes every time depends on their efforts so if people just watch another tyrant taking over then they deserve it. Life is a constant struggle, you can never relax and let go even stagnant water will rot.
