I don't think he's going to be like Luffy. Luffy and Loki are completely different people which is why Luffy looked up to someone more chill like Shanks while Loki himself said in this chapter looked up to xebec because he wants to wage war. If anything, Xebec looks like a serious warmonger for now, I see him having more parallels to Xebec

If anything, this is an opposite parallel to Luffy showcasing the difference in their ideologies and how it extends to those they idolize as well
