Well the problem is power scaling… Luffy is too strong for Akainu to be a final fight of an arc for Luffy

I will never get why people think their own perceived weakness of the Admirals trumps basic storytelling.
Anyway, I’ve never understood the obsession with “main villain of an arc” as a measure of importance. It’s so meaningless because all the “main villains” of prior arcs are still subject to Imu’s overall control anyway.
If anything, using such a metric just makes all the villains that fell before Luffy faces Akainu even less relevant in the chain leading up to Imu.
