Nah, Oda makes it pretty clear when somebody uses FS for the first time. This was just a dodge, something anybody is capable of if the attack might be fatal to them

Why do u expect oda to go into detail about him using a fs dodge though? I clearly see the light separating from Kizaru it doesn’t even look like any of the particles are cut through? It genuinely looks like Kizaru just dodges him.

I mean the ability to overcome the regen HAS TO BE RARE, right? And CoC is the rarest power in the verse.

the alternative is that there’s off switch somewhere. Like if all the regen comes from Imu, there’s an extra layer somewhere that allows Imu to give people regen, and the mission will be to destroy whatever allows Imu to transmit his Regen to other people
