The one piece is supposedly this super important thing that gives the user wealth, fame, and power. So much so that the fate of the world depends on it.
Imu, for whatever reason, has God powers. He himself is immortal and can bestow immortality to his followers. So far, the only DF said to be able to do this is the ope ope no mi, but that fruit can only make one person immortal. Imu can grant immortality to his entire crew. Hence it is very likely this power is well beyond the scope of a DF.
What if it is the power of One Piece itself?
In the void century, Imu and Joyboy fought over the one piece. Imu acquired it and used the power to become God. Say the one piece has some sort of time limit and can only be used once every 100 something years. By using it, Imu depowered the One Piece. Joyboy then stole it and hid it in laugh tale for his successor to find.
Roger found it 20 years ago, but by then the one piece wasn’t fully charged and hence the Roger pirates couldn’t use it. That’s why Roger laughed. He found the world’s greatest treasure but he was only 20 years too early to use it.
Now the one piece is fully charged again. Whomever obtains it can use its power as they see fit. When Luffy finds it, he will use it to obtain his dream, whatever that is.
