Vasco is a pervert, just like Franky and Senior Pink. Ok, not exactly like those two. He is a darker kind of pervert.
Like "Overflowing" Sasaki, he is into sake and even has an epithet related to alcohol.
Sasaki was also the second tallest of the Flying Six, just as Vasco is the second tallest Titanic Captain. Franky, as General Franky, is also quite tall. Important that he gets a big opponent.
Franky is inspired by Popeye, he has huge forarems and gets stronger from drinking Cola, just as Popeye gets stronger from eating spinach. Vasco presumably gets a powerup from drinking booze.
On Marineford, in the anime, Vasco was matched up against Lucky Roux, who is a heavy eater, just as Shot is a heavy drinker. On top of that, he is based on Lucky Luke. First Vasco defeats Lucky Roux (based on Lucky Luke), then he gets defeated by Franky (Popeye).

I also think I know his backstory. Vasco Dagama was a great explorer, but is mostly remembered for his cruelty nowadays. One exmaple of that was the burning down of a ship with muslim pilgrims inside. I think Vasco is an infamous ship destroyer, fitting that he will fight ship builder Franky. Vasco had the idea of burning down the town of Pirate Island, when slaves were escaping. I am sure he burned quite a few ships down in his day.
