Maybe Oda simply chose to go in a non-generic direction but I'd be extremely surprised in a shonen like One Piece if the series ends without Luffy managing to have more conquerors following him than Roger.
Now it's likely Sanji will awaken it, but we're still coming short. And even assuming Yamato does a Oden for the final voyage, it's still not enough to just match Roger.

Ironically aside from these two Usopp the most likely. He wants to lead thousands of men but he's also a masssive pussy.. But so is Blackbeard ngl. Man begged WB to not kill him, is an yonko and somehow twerk and run away from everyone and people still think he got COC

The argument is flawed because, Shanks wasnt a conqueror user when he was a kid. What's the point counting?

Roger Ray Gaban is 3 only.

Luffy zoro Sanji/Yamato - is three again.
And then If Loki and Yamato joins that's 5 temporarily.

But Xebec has like ,
WB , Bigmom , Shiki most likely , Kaidou , Xebec , and then 4 more atleast. More than Roger himself.
