I think Luffy can beat Imunko since he's not in his own body. Just like he'd beat Kaido in Queen's body but probably not Kaido in his own body.
Though Luffy might also jump him with Loki’s help.
Also that Roger thing is inaccurate since Roger wasn't an Emperor so the balance thing doesnt apply to him. Not that he and his goons could beat the Navy and the Warlords ofc.

Roger's crew was different from other crews they stood above the 3 balance they conquered the seas as per Doffy's implication

Oden could also count as WB's crew member as much as Roger's, they needed him to decipher the poneglyphs
