If that was the case they wouldn't allow male celestial dragons to kidnap commoners and make them their wives in order to keep the blood line pure they'll only marry within the 20 families, which at some point in the 800 years likely was the case given how hideous a lot of the celestial dragons are, theres a chance they kept it in the family
