I mean, I think we are missing the point here.
First, ACoC is not the "panacea". Haki itself is. Haki became this the moment Oda got tired of thinking clever ways Luffy had to find to fight Logia users who were always pretty much invincible otherwise, even when fighting other logias. water for Croco, rubber for enel, DF hierarchy, Teach's darkness, all of these were too much restricted.
Here comes Haki to save the day.
Also, people are really, REALLY getting ahead of themselves with this "everyone will get it". Only TWO SHs have it, with a strong INDICATION that a 3rd might. But ZERO indication that any of the others will get it. That is FINE. compared to the amount of character in the OP world, having even 20 characters with it EoS would still be a SEVERELY small sample of people.
Also, take into consideration Skypie and Enel.
Enel viewed himself a God, why? Because of his invincibility due to his logia ability. The moment some random took that invincibility away, Enel got rekt. But if it weren't for a "counter", Enel would have destroyed everyone and everything there.
The immortality here serves this very same purpose. These characters view themselves as GODS. This immortality is what makes them a formidable force that don't need to go around removing Yonkos or whatever. They RULE the world. They aren't the challengers. They don't need to do shit because the status quo is in their favor.
So having....AHEM...a HANDFUL of people that can actually defy them directly serves the idea that it's very difficult to take them down unless more people band together. Remember that most coc users are actually really hard to work together. Rocks had that issue as his downfall, allegedly.
So, when you take a step back and look at the big picture, you kinda see that it's not much of a big deal as one could initially think.

I find it funny how people complain about haki being 'too common' yet they forget that the devil fruits themselves were supposed to be so damn rare that most people would spend their entire lives without seeing one. And now there's several new devil fruit users introduced per arc. Oh the hypocrisy.
There will probably be at least 20+ confirmed ACoC users by EOS ngl
All of the Gorosei and Imu are a lock for ACoC
You need ACoC to even damage the Gorosei/Holy Knights so that’s 14-15 characters that’ll have it to oppose them
Some of the Holy Knights might have it as well so there’s that
Then you gotta include flashback characters, Admirals (Akainu, Fujitora maybe), etc and you get a ton of characters
I lowballed it with 20+ it’ll probably be 30+ now that I’m thinking about it

How rotten is your brain to get that I'm somehow a harasser out of what I said? I know Gaban said Zoro has CoC and that Sanji doesn't have it, I simply suggested he'll probably get it this arc to help out against the Holy Knights. It also may not happen, which is why I said Sanji could end up just stalling them instead of beating any of them.

I always use the football-world cup example. You don't watch the world cup and say "There are hundreds of football players that play so damn well in a single place, that must mean that there are a lot of professional football players around the world." Which is simply not true, it just means that you are in a place where such a thing is common.
I personally have absolutely no problem with more people getting DFs and CoC as long as it makes some sense. If Oda starts giving it left and right, then that would be more yiffy.

You can predict it based on their disposition but you can’t know until they awaken it. Garp wasn’t sure Luffy inherited it until Marineford, Kaido didn’t know Yamato had it until she used it to knock out his henchmen, etc

I really don’t think it’s that crazy if you think about how much willpower you need to be a revolutionary in the first place. You’re fighting against a tyrannical government that’s ruled the world for almost a millennia
