According to Wiki, there are 165 Canon Devil Fruit users introduced. How is in planet with probably billions of people, is it not rare? Alabasta itself had 10 million people in it. People Assumed CoC is rare without thinking much about real statements made around it.
One in a Million means it is not statistically impossible for Alabasta to have 10 CoC users in It.
Don Chinjao said there are countless souls on the sea ahead with Quality of King (Chapter 717).
Rayleigh said, "Most People who've made a name for themselves possess this power" (Chapter 597).
The above statements imply there are much fewer CoC users introduced than implied, not more.

All Jokes aside, The Wings of Pirate King are confirmed not to be "just underling therefore they can't be top tier" Like most people said in here lol.

It's laughable honestly since there is a fact about guys like Big Mom, Kaido, and even WB that were an underling before become a captain and yonko. And even current Yonko except Luffy are underling before.

If Oda didn't had the trope where captain must defeat captain, they both can defeat most of "them" captain or even an admiral honestly. :endthis:

You either have it or not. There is no unlock, you are born with it. Now, we know Sanji should have it. Maybe his different body is actually sealing it in some way. What if if you break the seal, the CoC blast will be insane. It would be like a bottle of coke shaked for 21 years than in a moment you remove the bottle cap or either a volcano not erupting for 21 years:shocked:
