I feel like Sanji unlocking it in Elbaph works, but unlocking and imbuing it into his kicks then applying it how Gaban does, sounds like some crazy stuff all in one arc. I won't complain, but it seems like a lot, but then again the circumstances may call for it.

Maybe it's a mistake to separate CoC mastery from a user's overall power lvl. That would also explain why Zoro was immediately able to use CoC coating, he was already a million times stronger than pre-TS Luffy before getting it.

Likewise, Sanji will be stronger than Wano Zoro when he unlocks CoC. That might be what truly dictates how advanced is a new user's CoC, as opposed to how long they've been using it, which would align with the fact it can't be trained.

So evil sanji would be able to use adcoc2. And he somehow breaks out of the devil transformation due to power of love bullshit. But still keeps the adcoc2.
