He legit punches as hard as Old Garp. Base ACoC Luffy was dealing damage to Kaido, even with his weaker gears. I think Kuzan is pretty fine even by his Hachinosu feats.
The only downside was that he got blitzed by Old Garp but I take this one as a moment of carelessness due to Kuzan hesitating in front of his former teacher. After all, Kuzan himself stated to Garp "You taught a formidable foe."
It's laughable how Kuzan can offer so much more. I wouldn't be surprised if his logia awakening is something like absolute zero.

Itachi has gone rogue. He had no allies. Coincidentally joined Orochimaru's organisation and was assigned his partner. That's as much of an easy target as it can get.
Instead Orochimaru gave up on the Sharingan right next to him and decided to invade the most powerful village to manipulate Sasuke and have him seek Orochimaru himself.
His "easier option" was literally more risky and unlikely than just fucking going at it with Itachi. He was intimidated so much he completely gave up on even the thought of doing just that.
