Even discarding Yamato there's also who Law looked stronger than everyone, Luffy included back on Punk Hazard even if he ultimately fell in line in later arcs. There was Wyper too that looked like a bigger beast than Zoro and Sanji in Skypea.
I don't think Oda has a hard rule that an ally must look inferior to Zoro

True, Oda did a great job making Shanks feel less like a Gary Stu and more like an actual character with flaws and depth.
But I still need to see more from him before I can say Shanks is a good character.

Yeah this isn't enough to earn him a spot amongst my favorites or anything but it's definitely a start

First chapter where I actually felt for Shanks. Bro simply wanted to sail the seas with his homeboy but all that glazing and high expectations by the Roger crew gave Buggy a massive inferiority complex. Shanks wasn’t looking to take him as an underling

Hope they get their issues resolved. Shanks really did see Buggy as a brother

The fact that Zoro is probably gonna get a powerup by learning to refine his Conq Haki means that even if Loki is stronger now, Zoro will most definitely be stronger by the time we leave Elbaf.
